Ok, now this IS a logic bug in the game. When there are multiple players, one with two pair, and another with a flush, both are recognized as the winning hand. Now my understanding is that the winning hand priority (from highest to lowest) is as follows:

1. Royal Flush
2. Straight Flush
3. 4 of a Kind
4. Full House
5. Flush
6. Straight
7. 3 of a Kind
8. 2 Pair
9. Pair
10. High Card

Conflicts are resolved by highest card that's part of the winning set.
